The Rayne Syndicate is a criminal organization notorious for its involvement in illegal Pal poaching and exploitation. The determined and ruthless Zoe Rayne leads the group with her 
Electric-elemental Pal, 
Grizzbolt. They operate from their heavily fortified Rayne Syndicate Tower, located west of the central area of the map.

The Rayne Syndicate members can be found scattered throughout Palpagos Islands. They can be found at Syndicate camps and dungeons as well as the Syndicate Oil Rig.
- Zoe Rayne
- The current leader of the Rayne Syndicate. Her tower is located in the starting region, Windswept Hills.
- Syndicate Thug
- Armed with a wooden club or a handgun. Can spawn during a raid and can be found out in the open or inside dungeons.
- Syndicate Grenadier
- Armed with grenades. Can be found out in the open, inside dungeons, at the Syndicate Oil Rig, and can spawn during a raid.
- Syndicate Cleaner
- Armed with flamethrower. His range on the flamethrower is formidable and can be quite difficult to deal with. Can be found out in the open, at the Syndicate Oil Rig, and can spawn during a raid.
- Syndicate Gunner
- Armed with assault rifle. Can be found out in the open, inside dungeons, at the Syndicate Oil Rig, and can spawn during a raid.
- Syndicate Hunter
- Armed with Pump-action Shotgun. Can be found out in the open, inside dungeons, at the Syndicate Oil Rig, and can spawn during a raid.
- Syndicate Crusher
- Armed with Minigun. Can cause a lot of damage to the player. He also has a sweeping spin attack with his minigun if the player gets up close to him. Can be found out in the open, at Syndicate Oil Rig and can spawn during raids .
- Syndicate Elite
- Armed with Rocket Launcher. The lock on the rocket launcher makes the Syndicate Elite spot the player easily. The player has to be careful as rocket launchers can stun and knock out Pals, which can knock the player flying Pal out of the sky while they are mounted. Can be found in high level areas such as the Dessicated Desert and the Syndicate Oil Rig.

- Armed with Missile Launcher. Can be found in high level areas as well as at the Syndicate Oil Rig.

- Armed with Grenade Launcher. Can be found in high level areas as well as at the Syndicate Oil Rig.

Drops[]
The Rayne Syndicate can drop different items depending on the level and the spawn location. Such as if the player is being raided, they can drop training manuals. They can drop almost any type of ammo, the most common being 
Coarse Ammo. The Syndicate members at the Syndicate Oil Rig can drop 
Crude Oil.
Since the Rayne Syndicate are neutral element damage. It's advised to bring a long a 
Katress or a 
Blazehowl Noct to have the Partner Skills effect active to get double the loot.
